Stephen is an Advocate of the Courts of Judicature of
the Republic of Uganda. He holds a Masters in Law (LL.M) Degree (Legislative Drafting & International Economic Law) from the University of Zimbabwe (1988), a Bachelor of Law Degree with Honours (LL.B Hons) from Makerere University (1981) and a Diploma in Legal Practice from Law Development Center, Kampala.


PROFESSIONAL EXPERIENCE

Executive Management – Managing Diverse Teams. Overseeing Strategy development;
Responding to Internal and External Evaluations on Impact (Relevance, Effectiveness,
Efficiency and Sustainability of Programs and Projects); Accountability to stakeholders on
Monitoring and Evaluation of Institutions since 2000; M&E and Finance reporting directly to
me.
Good Governance – Started and Oversaw a Good Governance Program for COMESA from 1998
to 2008 – Including State Resource Management, Peace and Security; Civil Society
Coordination and contribution to Good Governance Program; AU Conflict Early Warning SubRegional Unit; and Public Procurement Enhancement.
International Commercial and Trade Law with regional and continental experience – over 38
years of experience as a lawyer in International Commercial and Trade Law – Especially with
respect to Natural Resources; Infrastructure and Debt Issues.
Development Expert – Trade; Infrastructure; Investment; Agriculture, Industry, Monetary Issues
and Governance.
Legislative Drafting Expert (Registered on Commonwealth List of Legislative Drafting Experts);
Expert in Legal and Institutional Set Up of International Organisations as well as corporate
bodies.
Well reversed in all legal systems of Africa: Common Law (Uganda); Roman Dutch Law
(Zimbabwe); and Civil Law (ALSF work).
Excellent knowledge of all African economies and political dynamics with particular emphasis
on the investment climate and maximising Sovereign resource protection and management.
KEY ACHIEVEMENTS
Successfully managing a new institution from infancy with 6 personnel and one donor until it
was a mature institution with 36 personnel and 10 donors.
Establishment of at least five International Organisations – including set up of Governance
Systems.
Established track record dealing with donors such as EU; FCDO (DFID previously); AfDB; World
Bank; KfW; USAID; Canada – GAF; Netherlands and Norway Governments; Gates Foundation;
Ford foundation.
Mobilised over US$ 100 million for ALSF.
Mobilised over US$ 30 million for 3 COMESA Programs – Good Governance (Peace and
Security and Civil Society); Public procurement and Integration.
Led Accountability to donors for financing over $100M as Deputy Secretary General of
COMESA between 2008 and 2011.
Providing legal Advice to Government Ministers and Heads of State both at COMESA and
ALSF – Established high level contacts and relations in at least 48 African Countries.
